It may be confusing as to who is responsible when it comes to IR35 changes, but it isn’t just how IR35 affects contractors, the legislation will be enforced with organisations too. Most medium to large companies will be liable, along with recruitment agencies.

The law had already come into effect for the public sector back in 2017, so as of April 2020, non-negotiable tax and National insurance payments will be unavoidable for workers in the private sector too.
